Даже Петя уже в курсе, что класса не будет, и выложил фэйковый тест процессоров, чтобы свой проц подороже продать и 800-Ый дешевле купить в той надеждой, что сможет занять хотя бы вторую строчку, с конца списка

Витя, речь шла о "слухах" по изменению (упрощению???) этого пункта (обзорность) в Правилах 2016.
Почитай, я пока тут не вижу ничего про 4 см

Front seats allow intendeduse y/nCheck for restricted view due to installations on dash / pillars /doorsThe judges will measure perpendicular to the line of sight. If theinstallation is restricting the view to the road/sides (not to the caritself) it will be a not-OK-situation. This rule applies to the windshield and the two front side windows. Triangular windows withinthe A-Pillar will not be considered as long as they are not higherand/or longer than half the height of the side window.Check for comfortable seating on both seats, especially foot-roomon passengers side- people between 1,60m and 1,90m should have enough arm andleg-room to operate the vehicle- pedals should not be obstructed- the left foot should have a rest- the view to the instruments should not be blocked- the view to the side mirrors should not be blocked (if nopassenger side mirror installed, the rear view mirror must allow afull view back)- the passenger side foot-room should not be smaller than ondrivers side when both seats are aligned (seat to closest pedalversus front floor, same floor height)(deduct 3 points per not-OK-situation, minimum 0)
